Venezuela stands on the brink of historic change. The imminent arrival of a democratic government—committed to transparency, private property rights, and the rule of law—signals a new era of industrial revitalization. Among the sectors poised for rapid growth, the aluminium value chain (bauxite, alumina, and primary aluminium) offers unmatched potential to position Venezuela as a global leader in green aluminium production.
2. Structural Advantages
Venezuela is uniquely equipped to become a highly efficient and profitable integrated producer of
green aluminium. Key advantages include:
- High-grade bauxite reserves, with significant expansion potential.
- Abundant natural gas,
ideal for thermal processes in alumina refining.
- Large-scale hydroelectric capacity, enabling low-carbon aluminium production.
- Existing industrial infrastructure, including plants like Venalum (aluminium) and Bauxilum (bauxite and
alumina), which are ready to be reactivated.
- Unique logistical integration, with direct alumina transport between plants (Venalum and Bauxilum),
which reduces costs and emissions.
- Qualified human capital, with international experience in engineering, metallurgy, and industrial management.

3. A Favourable Policy Horizon
The opportunities to develop significant businesses in
Venezuela’s aluminium industry have been hindered by the country's
political crisis. However, a resolution to this problem appears to be
very near, therefore the country’s political transition will unlock
long-awaited reforms to attract foreign capital. Key measures include:
- Elimination of all Economic Sanctions imposed on the country.
- Creation of Special Economic Zones with tax and customs exemptions.
- Long-term Legal Stability Agreements, enforceable in International Courts
4. Investment Opportunities
As the country opens up to private investment, Venezuela will offer
both brownfield and greenfield projects across the aluminium sector.
4.1 Brownfield Projects
The two most attractive projects for recovering
production capacity are:
- CVG Venalum:
An aluminium smelter with an installed annual production capacity of 430,000
tons. The smelter receives its electricity directly from the Guayana
Region’s hydroelectric complex.
- CVG Bauxilum:
This facility includes a bauxite mine with an installed annual
production capacity of six million tons and an alumina plant
capable of producing over 1,900,000 tons annually. The facilities are
supplied with natural gas and electricity from the Guayana Region’s hydroelectric
complex.
4.2 Greenfield Projects
In the Guayana Region alone, the vast bauxite
reserves and considerable available (and largely untapped) hydroelectric
potential make it ideal for building new plants for bauxite mining, alumina
refining, and green aluminium production. These businesses can be created as integrated
industrial parks that optimize the value chain.
